Dr. Jenna Mehnert Baker, MSW, is an advocate for systemic change that is informed by those for whom the system is intended to serve. Early in her career,  Jenna worked in the fields of domestic violence, rape crisis response, juvenile probation, and child sexual abuse investigation. After experiencing the disconnect between those being served and those designing systems, she transitioned into policy work. Holding roles with the Mayors’ Offices in NYC and DC, and twice with the PA Department of Human Services, Jenna brings the voices of those most directly impacted into critical conversations. Jenna has also served as the executive director of three behavioral health-focused non-profit entities including being recognized as the 2011 NASW Outstanding Chapter Executive Director of the Year for her leadership of NASW-PA.

Whether it was living on a First Nation, being the host parent of a former boy soldier, or addressing the high suicide rate of police officers,  the thread that connects her career is addressing the impact of trauma. Holding a strong belief in the right to self-determination, Jenna is an advocate for supports that are strength-based and free from force or coercion. Having walked with her neurodiverse, transgender daughter for ten years as she struggled with acute suicidality, Jenna believes that empowerment and acceptance are powerful wellness tools. Jenna’s paternal grandfather died by suicide when her mother was a baby. This loss had a ripple effect for generations.

Dr. Jenna Mehnert Baker holds an MSW from the University of Pennsylvania and a doctorate in public administration from West Chester University.
